Travel Documents Without a Guarantor
What the declaration in lieu of a guarantor is
Adult passport applications normally require a guarantor who has known you for at least two years. If you cannot find someone who meets the requirements, the Government of Canada allows a Statutory Declaration in Lieu of Guarantor (form PPTC 132), which is sworn or affirmed in front of a person authorized to administer oaths — such as a notary public or commissioner of oaths.
What you still need to provide
Using the declaration does not remove the rest of the application requirements. You will still need the correct identification and references as set out on the passport application, so read the current instructions on canada.ca before your appointment and bring everything with you.
Do not sign the form in advance
The declaration has to be signed in front of the person administering the oath. A form that arrives already signed cannot be commissioned and will have to be redone.

Who can swear a declaration in lieu of a guarantor?
A person authorized to administer oaths — which includes a notary public and a commissioner of oaths. We can commission the declaration for you at our Scarborough office, seven days a week.
Does this replace everything a guarantor would have done?
It replaces the guarantor requirement only. You still have to meet the rest of the passport application requirements, including identification and references. Check the current list on canada.ca before your appointment.

What should I bring?
A valid government-issued photo ID (Passport or Driver’s License) and your documents, unsigned — the notary must witness your signature. If you need certified copies, bring the original documents. Free printing and copying is available.
